The suffering endured by millions of civilians in Ukraine must not become the new normal, the UN High Commissioner for Human Rights said on Wednesday. Speaking in the capital, Kiev, after a four-day official visit to the country, Volker Türk said the extent of the damage and destruction he saw in Izium was “shocking”.
