According to Mary Robinson, former President of Ireland and former UN High Commissioner for Human Rights, the Security Council cannot fail on women and girls in Afghanistan, reminding its 15 members of the relentless work done over nearly 20 years to secure their rights through constitutional, legislative and policy changes.
