Whilst we write, as you know, Vkadimir Putin’s invasion of Ukraine is underway. The sanctions adopted by the European Council meeting on 24 February in close coordination with partners and allies, cover the financial sector, the energy and transport sectors, dual-use goods and export control and financing, visa policy, further listing of persons of Russian citizenship and new listing criteria. The European Council calls for the urgent elaboration and adoption of a further package of individual and economic sanctions also covering Belarus. The United Nations is allocating $20 million from the Central Emergency Response Fund to meet urgent needs.
